Hour Zero: The Presidential Address


In the style of H.G. Wells' War of the Worlds: a chronicle of the hours and days as experienced through news headlines, presidential addresses, and the voices of ordinary people caught in the maelstrom.

BEFORE

March 2029

The signs had been accumulating for months, but as with all catastrophes, recognition came only in retrospect. A repo market seizure in Tokyo cascaded through European overnight funding. Three mid-tier US banks failed to roll their commercial paper. The VIX hit 89. Bitcoin lost 40% in six hours as leveraged positions auto-liquidated. The 10-year Treasury yield spiked to 7.2% before the Fed could react — and then the Fed's emergency rate cut triggered a dollar crisis that made everything worse.

By Friday evening, the S&P 500 had fallen 31% in four trading days. Circuit breakers had been triggered eleven times. CNBC had run out of superlatives. The crawl at the bottom of the screen simply read: MARKETS IN FREE FALL — ALL SECTORS.

But it was the Sunday morning headline in the Financial Times that told the real story:

SHADOW BANKING SYSTEM FROZEN: $4.2T IN OVERNIGHT FUNDING MARKETS SEIZED

The plumbing had broken.

HOUR ZERO: THE ADDRESS

Sunday, March 18, 2029 — 9:00 PM Eastern

President Amara Osei addressed the nation from the Oval Office. She had been president for fourteen months. She had not planned on this.

"My fellow Americans. "I will not insult your intelligence tonight with reassurance. You can see what is happening. The financial system that has undergirded our economy for more than fifty years is seizing. Not adjusting. Not correcting. Seizing. "I have spent the last seventy-two hours with my economic team, with the Federal Reserve, with our allies, and with my own conscience. I have concluded that the extraordinary measures I am about to announce are not only justified — they are the only alternative to something far worse. "Effective immediately, I am declaring a national economic emergency under the National Emergencies Act and invoking the International Emergency Economic Powers Act. I am simultaneously declaring a global force majeure on all US-denominated derivative contracts, credit default swaps, and collateralized debt obligations. These instruments are frozen. They cannot be called, exercised, or liquidated until further notice. "I know many of you do not understand what those instruments are. That is part of the problem. A financial system so complex that the people it governs cannot understand it is a financial system that has lost its democratic legitimacy. Tonight, we begin to fix that. "Second: I am announcing the Stay and Rebuild program. Every American stays. Every American rebuilds. Together. "What this means practically: all capital flight from the United States is, as of this moment, a federal crime. Any individual or corporation that attempts to move assets offshore to avoid the restructuring that is coming will be prosecuted under emergency statutes. Any nation that provides haven for fleeing American capital will be denied access to the American market. I want to be clear about this, so there is no confusion in Zurich or Singapore or the Cayman Islands: if you accept American money fleeing this crisis, you lose America. Choose wisely. "Third: for those who have already moved capital offshore, I am offering a path back. The Patriot Repatriation Bond — a ten percent coupon, ten-year term, no derivatives permitted — is available for the next thirty days. Bring your capital home voluntarily, earn a fair return, and be part of the solution. After thirty days, the whistleblower program activates. Anyone — American or foreign, banker or barista — who identifies capital flight will receive five percent of the recovered assets. Anonymous. No retaliation. "Let me speak directly to the wealthy. I am not your enemy tonight. I am the only person standing between you and something much worse than what I am proposing. You know what happened in 2008. You know the anger that followed. It has not gone away — it has compounded, just like the debt that created this crisis. If I do not act with structured fairness tonight, the alternative is unstructured rage. I am offering you a managed transition. Take it. "To working Americans — the people who show up, do the job, and have watched their purchasing power erode for fifty years while being told the economy is strong: I see you. This restructuring puts you first. Your primary home is protected. Your retirement accounts under five hundred thousand dollars are backstopped. Your student debt is cancelled as of this moment. Your medical debt is cancelled as of this moment. The essential services firewall — groceries, utilities, healthcare, housing — activates at midnight. Prices on essentials will not rise during this transition. That is not a hope. That is an order. "Finally: I am directing the Treasury to implement the Firehose Redirect. The largest American corporations — the engines of our economy — will not be seized, will not be nationalized, will not be harmed. But their excess cash flows — the stock buybacks, the excess dividends, the cash hoards — will be temporarily redirected to service the national debt. You keep the engine. America gets the firehose. When the debt is manageable, the firehose returns to you. This is not confiscation. It is the price of operating in the nation that made your success possible. "I will not pretend this will be painless. Asset prices will fall. Some of you will see your net worth decline on paper. But I promise you this: the pain will be progressive. Those who have the most will contribute the most. Those who have the least will be protected first. And on the other side of this — and there is an other side — we will have an economy where work is compensated fairly, where a single income can buy a home, where your children can go to college without mortgaging their futures, and where the rules apply equally to everyone. "We stay. We rebuild. Together. "Good night, and God bless the United States of America."
